vise grip - crimping tool??

vise grip - crimping tool??. Condition is "Used".
In good usable shape has usual nicks scratches and scrapes from use. Slight surface rust opens closes easily snaps closed tightly Assuming it’s for crimping. Item a little dirty item just as I found it. PLEASE look at pictures
